Truncating udev persistent net rules in remove-udev-persistent-rules.chroot hook rather than to remove them (Closes: #680763).
This allows to have non-persistent net devices with persistence properly,

Dont assume bash when configuring chroot with QEMU.
Currently running second stage with QEMU on a chroot without bash fails.
The following patch teaches chroot to use /bin/sh instead default /bin/bash.

Cleaning http_proxy and ftp_proxy settings in chroot, people using apt proxies set them throught the apt pseudo-proxy options, and people using real proxies use config/environment.{chroot,binary} to set them.
